It is not an incompetence vote, it is political opportunism taking advantage of the Holyrood election system that is designed to prevent any one party gaining a majority. The fact that the SNP is only one or two votes short is a measure of their extreme popularity.

Devolution is divisive and only aides splitting the Kingdom
And is ruling Scotland or Wales from Westminster any less divisive? As a Welshman I would say most certainly not, at least with Devolution we get our say in the day to day running of OUR country whilst still remaining in the UK.
Devolution is not a perfect system, there are issues with it, but if you try and take it away from us then you will lose at least two, potentially all three of the other Nations in the UK as we WILL decide to go independent in that case.
In the case of Wales Devolution most certainly DID essentially kill the Welsh Independence movement, take it away and that movement will grow rapidly. With Devolution I am perfectly happy to remain part of the UK, without it I am not. You will find a large proportion of the Welsh are just like me....
At the end of the day people such as yourself forget one tiny teeny little fact. We Welsh were not ASKED to join the UK, we were annexed into it. It was FORCED on us unlike the Scots who asked FOR the Union. We are not even represented on the national Flag.

A United Kingdom making such a mess of the economy that they pay £128 Billion in debt interest payment a year. That is 1.5 times the total revenues generated in Scotland being paid into the Banks instead of going into the UK economy.

I think the point mentioned that we should re-assess the efficacy of devolution is correct. We have in Scotland a sizeable element of the devolved administration who do not want the institution to work. Success for them is to have devolution fail.
£440 million to build a parliament building where almost half of those in attendance want the institution to fail.

Devolution can work. As a dual national [UK-Australia] I can see a system akin to the Australian State & Commonwealth governments structure fitting the bill.
Australia is a federation and the States have certain powers over certain areas [e.g. Health Departments & Police] while the Federal Government controls others e.g. Defence, Import Customs & Immigration, Taxation, Pensions & Benefits Schemes.
For example: in health the Federal Government Health Department controls things like Medicare [Australia's NHS] and the Pharmaceutical Benefits Scheme [most necessary medications are subsidized on a co-pay model] as well as broad policy for minimum standards etc.
However the States run their own Health Departments with funding from the Federal Government and get to prioritize their funding in their own way e.g. the State Victoria charges for ambulances whereas the State of Queensland does not.
I don't see how something similar can't work in the UK.
Thats the average for England...look up what gets spent in East Midlands, East of England, South East England and compare that to Northern Ireland, Scotland, Wales, North East and North West England.

Devolution has, for a huge cost (double, triple, quadruple, all the little civil servant kingdoms), given us places, two metres apart, where the laws are different. We have way too many people with their snouts in the public trough.

David Bull thinks that people vote for manifestos/policies? They largely don't. They either voter for the same party regardless of policy or they vote based on the personality of the party leader i.e. they vote for the leader they dislike least. Scotland being a case in point. Single issue (independence) SNP in power for 17 years, repeatedly elected by the same electorate that voted against independence. You get the politicians and government you deserve.
