I'm considering getting it, however not sure how it handles my file in the event I decide to cancel. Can I still store all files locally?

You're welcome! I'm currently using PS 23.1.0. The benefit of the Adobe subscription is that you can always have the latest versions of software, so if you're not updating then you're not getting your money's worth :) I have the benefit of two workstations, so I tend to update one before the other, just in case. But over the past two years I haven't had any issues with any of the PS and LR updates from Adobe.
