That’s not Bubbles, that’s the bird from Family BASIC, a programming tool for the NES only released in Japan. According to the manual, his name is Achilles. He’s one of the few built-in animated characters you can use in your creations (also including Mario and Pauline). I’m not sure if Achilles has appeared in any other games.

Can't say I'm a fan of the... music(?) But it's appropriately flashy and noisy for an arcade game of this era, so I'm sure it earned its quarters.
