Superintendent cannot drive the nails so to speak I believe you have to hire quality contractors to perform scopes of work companies that seek low bidders which is 90% of the industry kills Project.
And who and how knows who is a "quality contractor"? Who will ensure this contractor deploys quality, so to speak, this one time?
