Its not that Sakan was weak for struggling against Skorpekh destroyer(the necron on three leg). Its just he fought fully operational destroyer, this one was badly damaged and barely holding itself together. You can see him regenerating at the start of the fight, head just barely holding on neck etc... If he was fully operational, Brutus would be dead in few seconds.
It goes to show the stark contrast between how space marines view not only each other but humans as a whole, where again they lost and sacrificed their humanity to save those who are weaker than themselves, whilst there are those who like the ultramarines who believe that humans are there to be guided and led rather than supported and if they fail then it’s simply because they were too weak and then there are those who believe themselves to be superior and more valuable than the average human which is kinda true but without the average human then there can be no children for the space marines to convert into neophytes. Again the salamanders are raised to be forgers and craftsmen which without any love or compassion then no forger can ever be truly considered a forger whilst the ultramarines consider themselves more administrative in nature whilst the only other truly kind space marines are the blood angels who treat baseline humans with a modicum of respect and compassion whilst most space marines are more dispassionate with how they consider the rest of humanity and some are just pure assholes like the ironically named marines manevolents who are more pragmatists and assholeish than anything else, happily using civilians as bait to lure in an ork hoard into a hospital so they can overate all of the orks in an artillery barrage
