I consider Casper cannon to the same universe as Ghostbusters strictly based on the background story of Ghostbusters Afterlife when Egon took most if not all the ghosttraps and wasn't at the firehouse to fix the old equipment left behind as he was at the dirt farm.

Remember the secret lab underneath the Manor, it's highly unlikely Casper's dad would have the time to hollow out a cave and build a resurrection machine without much detection unless he had help from a man by the name Ivo Shandor who had a mine in Somerville in Ghostbusters afterlife. In the first Ghostbusters, Shandor was making a superconductive attena design to pull turbulence creative a doorway for Zuul. During that time Casper had just passed so it was possible for Casper's dad to meet with Ivo Shandor ( who was also a doctor performed unlicensed surgeries) during that time Ivo discovered the base of Whipstaff was a large chunk of selenium the same material used in the construction of the Zuul temple in New York. So it was a win win situation for both of them Ivo gets his materials from Casper's dad and in turn he has a secret laboratory to build the Lazarus. But then Casper's dad was committed to an insane asylum and Ivo started his secret society worshipping zuul.
When I was a kid, my father would buy cheap tapes of random public domain cartoons for my sister and I during weekend visitations and several tapes had old Casper cartoons on them. I remember those the best because of how good they were.
I could honestly see it being cannon it fits almost perfectly into the timeline between GB the video game and GB Afterlife. Plus nothing in Afterlife or Frozen Empire contradicts it especially with the backstory given by Ray in Afterlife.
Given Ray says that the Ghostbusters did break up so I would like to think that for a short while after this Ray tried going it alone and busting ghosts by himself.. Which did not work out as we see in Casper.

You can count on one hand the number of times he appeared as an active character, including in "Who Framed Roger Rabbit?", but it was always just a brief cameo. I guess the Joker was never meant to be a star.

The show had to get permission and give credit just as Casper did for the GB related material. This means Casper, Crypt, B&T, and Ghostbusters are ALL canon! I'm not one for head canon but Ray's cameo in Casper feels like a cheap joke. I cannot imagine the Ghostbusters being unable to deal with ghosts dumber than Slimer.
I like to think Ghostbusters, Casper, Beetlejuice and Scrooged are all the same universe(yeah i know Bill is in Scrooged too, but that movie has a very similar feel, visually as Ghostbusters).

While I think the Ghost Busters did exist in universe of the Casper movie as evidenced by The most direct simple answer is yes. Ray Stantz, a Ghost Buster, was in the movie. Therefore Casper and Ghost Busters share a universe. Granted that’s an assumption. I can think of at least 2 reasons why this isn’t the ultimate true answer. But as I said, it’s the simplest.
