For Soldier in MVM, you might wanna use the Beggars Bazooka for highest DPS (though not quite "mandatory"); make sure to upgrade a bit of Clip Size to it in Mid-waves. Try to upgrade Reload Speed as fast as possible and make sure that you have only one tick of Rocket Specialist. Afterwards, then you *should* upgrade some Damage and Ammo Capacity. Soldier isn't too necessary in Expert (not Nightmare) MVM. Don't forget that you can still switch weapons during waves, and if crits are too much of a problem (which they usually aren't), use the Battalion's Backup.
