I also wouldn’t recommend learning the U case where there are headlights on top and bottom. The alg done is usually R’ ( Y Perm) R. Sure it is easy to learn but it is way too many moves in my opinion. If you do choose to learn it then I suggest just learning the ZBLL algs, since the case is so bad anyway.

In that case, bad becomes subjective. Some people might consider E perm decent since the execution is like 0.8 on average, but they may not be able to sub 1 Y perm consistently making E perm good and Y perm bad. I think there should be a objective criteria for determining bad/good PLL cases. (like headlight cases generally are good-even though some people have reservations regarding G perms-and diag swag PLLs are bad and should be avoided if they come up)
Pause in recog and longer algs than OLL/PLL make it not preferable for 2H. In OH, the slower solve makes the recog pause much better and since it ends 2gen it makes up for it and of course increases PLL skip. So I’d say use COLL for OH but not 2H.

Do it only if you already have at least 2 top edges oriented. try to solve these in max 5-6 moves otherwise it's better to OLL or VLS. Here are 3 algs which I use to make a cross when 2 edges are oriented (F2L pair at the right): R' F R F' U F' L' U' L F U y F R U' R' F'
6:22 Better soln would be (R U' R') U' (R' F R F'), instead of doing what I did. I will have to update myself on intuitive edge control.

Yeah, those numbers are supposed to be relative, not absolute. You may not get a skip doing strictly 12 solves.
