Studienkolleg in Germany is a preparatory course designed for international students aiming to study bachelor in a German public university. Studienkolleg in Germany is either a 6 months program or it can be completed in 1 year before the start of study bachelor in Germany. Studienkolleg in Germany can only be studied in German language. International applicants must have learned German language until B1 or B2 level before applying for Studienkolleg. If international applicants fulfill language requirements to study Studienkolleg, they will be invited for the enterance exam.
The application process for Studienkolleg in Germany is not directly at Studienkolleg rather international applicants must apply for bachelor degree in the intended university and university will determine, if the applicant is required to take part in the Studienkolleg or not. All applicants must take part in the entrance exam of Studienkolleg. There is no tuition fee for the Studienkolleg in German public universities.
After the completion of Studienkolleg in Germany, one may study bachelor degree in German public university in English or German.

No, DAE doesn't count as 13 years of Education. If you have already got diploma, then you have very high chances of getting a job. You need B1/B2 German language for that.
