Its interesting that they made tokyo alot easier in MC3. Theres alot of obstacles that where removed and places that were made more safe and open like the train tracks. Its interesting but i wonder why they made the changes. Probably because tokyo in mc2 was hard for first timers
It's probably also for balance. Midnight club 2 was hard but never bs tbh. Midnight club 3 had insane rubber banding so making the courses easier at the expense of the ludicrous speed the ai had was probably the trade off.

Idk what it is but the roads in MC3 are much wider than MC2 even in Tokyo where there supposed to be narrow streets, the claustrophobic streets with much higher acceleration and top speed of MC2, with the stiff and sensitive handling that gives you the adrenaline rush is nowhere to be found, even the Motion blur and sense of speed from the Nitrous boost is reduced, it's now way easier to dodge traffic etc ... The AI is far worse in MC3 where opponents and cops solely rely on rubber banding so no matter what ur skills are or what route u took they'll always catch up, that wasn't the case in MC2, The map and the entrances and turns were much sharper so in the end it's all about skill, the AI will usually drive perfectly but if they hit a car then they'll have a hard time catching up just like you, i didn't even know rubber banding existed until i played some other racing games and especially MC3, it just makes the race less enjoyable, even the Brain Series don't hit as hard in MC3's Tokyo, it's a much forgiving game when you're not always at edge Midnight Club 2 might just be the Hardest racing video game ever made.

Its to reduce the difficulty, Midnight Club 2 Tokyo have a lot of sharp entrances.
