1- open xampp-control-panel
2- click on apache config to open php.ini file
or go to disk where you installed xampp (exp: C:\xampp\php\php.ini)
3- open php.ini file & look for php_intl extention using (ctrl+f)
4- uncomment its extention you found
(;extension=php_intl.dll ==> extension=php_intl.dll)

Yes i found that extension that is written like this way

These are missing words as "php" , "_" and ".dll"

we are talking about intl extension so search php_intl.dll in php.ini , but if you are using linux so type the fallowing cmd : sudo apt-get install php5-intl or sudo apt-get install php7.0-intl (pay attention to your php version)
