It reminds me a lot of the carousel on the North Pier at Blackpool. A 2 storey Venitian carousel. That has similar gondolas and the same kind of galloping mechanism for the horses.
I don't remember any double carousel at the Danbury State Fair before the fairgrounds gave way to the mall, though there were was a Chance carousel there during the 1970's plus Parker lookalike horses mounted on poles by the entranceway. Ramagossa originally was Bertazzon's agent for selling carousels in the USA but by the time this mall opened, Bertz was selling them directly so likely did the paint theming also. A unique thing about this carousel is that it is physically part of the mall's building, the centerpole also being the pillar holding up the glass roof over the ride. That's why the carousel has separate motors for turning the platform and making the horses rock up and down. The mall actually no longer owns the carousel itself, around 2008 selling it to Island Carousel who now owns and runs it (as they do in some other malls), thus making the carousel a tenant just like the stores.
I used to ride one of these at the Hickory Ridge Mall in Memphis, Tennessee. The mall was nearly flattened by a tornado in 2008, never knew the fate of the carousel.
