What better time to shut down a reservoir for repairs than in the winter? This is not some scandal, it's an unfortunate and unexpected outcome of an unlikely event happening at exactly the wrong time. When has there ever been a town-leveling fire during winter maintenance of that reservoir in winters past? Why would a governor micro-manage water storage maintenance in every tank, lake and reservoir in the state? This is a water-system management issue, and yes of course, now the governor has to act. But be blamed? I know some people have to have someone to blame for anything that goes wrong, but I'm finding it hard to blame anyone for this. Depending on what type of reservoir dictates if a cover is needed. Finished water reservoirs(post treatment) need to be covered to prevent contamination from the environment, pests, wildlife or even to keep people out. If it is unfinished water( pre-treatment) then it does not require coverage or protection. Some examples of non-covered reservoirs are San Luis reservoir and silver lake.

I am not certain, but it seems like this is some very expensive real estate.. in fact, I would venture to guess that the Malibu beach front properties were some of the most valuable, if not iconic, in the world. I cannot help but wonder, given the recent Maui fires, whether this event was planned to gut the area so that the land can be snatched up by the obscure deep pockets and repurposed for their use over the foreseeable generations. And the WSJ just released documents showing all reservoirs in the region where the fire is was above normal capacity. 90 mph winds, overuse of the system by civilians watering their homes in close-by areas and it being the wilderness primarily canyon have been big issues.

I lived in So Cal for 50 years. It always burns, but it never burns in the winter! When the weather cools, it's easier for the FD to put the fires out and they make a lot of progress. No reservoir? No fire hydrants? No fire fighters? FD budget cuts? This was a set up, and it wasn't naturally started either.

Depending on what type of reservoir dictates if a cover is needed. Finished water reservoirs(post treatment) need to be covered to prevent contamination from the environment, pests, wildlife or even to keep people out. If it is unfinished water( pre-treatment) then it does not require coverage or protection. Some examples of non-covered reservoirs are San Luis reservoir and silver lake.

I am not certain, but it seems like this is some very expensive real estate.. in fact, I would venture to guess that the Malibu beach front properties were some of the most valuable, if not iconic, in the world. @@nancychapman3610 The primary source of water for the Palisades is the Stone Canyon Reservoir, not the Santa Ynez. The Santa Ynez was drained for repairs to the cover. The cover was installed 15 years ago due to water being contaminated.

Because the salinity of the ocean water is corrosive to the equipment the fire fighters use and will also decimate the ground soils ability to grow new plants and foliage. When you hear the term salted earth that'd what they are taking about.
Ocean water can and will get used sometimes buts it's usually reserved as a last resort scenario and it's typically dropped via planes which has in fact been happening for these fires but again they have to it in limited quantities

Yes, the Santa Ynez reservoir was empty for repairs. The timing of the repairs needs to be investigated. I'm not defending LADWP but it's doubtful the water was drained into the ocean. The reservoir was probably just not refilled as the water was used. But, that is worth investigating also.
