The only reason the City Mills dam was breached was for the development of the urban whitewater rafting course here in Columbus. Otherwise the dam would still be there today.

It doesn't look like it is finished from the flow of water dam base is still in place also the dam wasn't removed to the banks. Have you considered riparian experts to consult to bring it a more natural state on the edges of the riverbanks?
