If all valves are closed and you start pumping, it will create a pressure inside the line. Water is incompressible. Not sure if it will removed any hard scales inside the pipe, but it will definitely cause leak problems at joints, and if some pipe is lined inside the wall, then your wall will get wet.
I think they using electronic pump individually each house. Air trap in pipe which create vacuum pockets along the pipe. These air pockets reduce water pressure when electric pump try to work. Definitely not hard scale.
He use hand pump to disturb these air pockets by move back and forward with the purpose water eliminating air pockets.
When pipe completely have no air. Water create its own vacuum which help electric pump work easier. Just like you suck petrol out of your car by just plastic pipe.
What it is doing is creating pressure opposite to hydrostatic pressure of your gravity line from roof tank. It disturbs the clay and scale mixture which deposits.
But, for long and winding lines below floor, it is hell. Takes a long time.
Then, you have to keep doing it or, use a mild chemical which will loosen it some.

Use diluted acid hcl in main pipe(most probably it will be at roof) than wait for 1/2hr than flush all water ...It will clean automatically.
Acid can damage Pvc pipe Joints??

The issue is that the pipes are inside the walls and the customer has a low budget so this is a temporary fix.

I would say the water pressure on the kitchen tap is still useless. You need to check the water pressure coming in and the isolator valves first.

At the end video while u r showing flowing water in two taps simultaneously, I watched it 2-3 times carefully and noticed ur video is edited and joined the cut of 2-3 short video. The flowing water sound of the bathroom is also added later while u r going to open kitchen tap . If not so then why that sound of the bathroom water is loud when u and ur camera is inside the kitchen? It seems like u r fooling us.
