As a current international student I can say I am happy for all this changes Canada is doing in the immigration system sadly it was taken advantage by too many indians and people from africa that came here with not the best intentions, I can confidently say if in my case is not possible to stay I will happily return to central america with good memories and good friendships and start working again. thats life

Thanks ladies. I have a person from Serbia who I hired many years ago. He is a professional and one of the best people I have ever employed. He h& his wife understood what it took to come to Canada. There was no easy path for them but they perserveered. They both have succeeded & are a great part of Canada now.

The "Pros/Cons" part of the video lacks granularity (i.e. no one is arguing that we reduce immigration without also addressing supply-side housing solutions) - but the closing sentiments seem on point: "if you come to the country and believe you should be handed everything on a silver platter - all without learning the language or local norms: you don't deserve to be here". - I think this is what most Canadians are agreeing with when asked in recent polls.
17:12 Boy can I relate to this. I decided to take some courses at Humber and found myself as one of the few actual Canadians in the class. I had to become the default proofreader for every group assignment because everyone's English was so poor and they didn't do basic things like cite sources. I had to call out two of my group members for plagiarizing. At least one of my classmates had never used a computer before.

These latest immigration policies have been a slap in the face of immigrants such as my parents. We immigrated back in 1982. My parents, along with me any my brothers, were told that if we becomes a burden on the province ( Manitoba ) in the following 3 years, we would be deported. During last 5 years, it seems that anyone could come in, claim asylum, and drain the system.

The entire Immigration System got screwed up somewhere, due to Government Ministers who had or have NO clue what the job entailed. I came to Canada in mid 1970s from ENGLAND. I was not allowed into Canada, unless I could prove that I could READ, WRITE, and SPEAK ENGLISH (many will attest to this) I had to prove that I was EDUCATED enough, to be able to be employed. I had to have enough money so NOT to have to access government funds. Please think about this! Today, it is much different to get to Canada. I guess ILLEGAL immigration is now, part of the Canadian problem.
Those people who are trying to match the official Express entry requirements are highly educated professionals with excellent English spoken and written and non the less they are struggling to get their visas while so called “refugees” who can barely speak the language are all welcomed to Canada and have a free way.
I had the same issue in 2011 with my work permit. I was born and raised in the US, had a recent college from University of Texas (and I still had to take the language test); French is even my 2nd language. I pointed out that many other immigrants cannot speak either language have permanent residence or citizenship; I was called racist. The funny part is I married Canadian born Chinese in 2012 whom sponsored me for perm res in 2017 (before my work permit would expire); when we go out, he has been questioned on his status in Canada. Irony.
The fact that you could get the same amount of money on CERB as working a full time job that pays above minimum wage. I made $2 above minimum and I got about $100 above CERB over the month....... All this is why so many said no to working their backsides off to live paycheque to paycheque. Myself, I need to have a routine. So I went back to work ASAP after my job being eliminated at the start of the pandemic. Now everywhere I look I do not recognize Canada. I feel like i'm in a different country. The old way of life has been wiped out in a few years..... Learn Punjabi while you can, won't have a choice by the end of the decade.
I love Canada , came here with hope to get a better life , I came here a year and half ago studying biotechnology sadly I don't think Canada is suitable for life anymore , I have never got a job no matter how hard I try ! I have applied for over a 2000+ jobs , I got rejected by dishwasher jobs ! I have over 7 years of logistics and warehouse experience in addition to bachelor in medical laboratory technology with near 3 years experience in lab which is " supposed to be in very high demand" , so I think I will pull the plug and go back home after this semester , if I can't get a job as a dishwasher how can I get jobs in biotechnology field ! going back home empty handed even tho I haven't and will not complete my studies is a bumber but I believe it will be a better choice for me , I appreciate my time here and wish it gets better for the people who live here.

People are delusional if you think immigrants will flow to the less populated areas… I live in Vancouver… Do you really think the Asians here will put up with living anywhere else? I lived many years in Asia and the people there want to live among their own kind… Chinese with Chinese as here in Richmond… Punjab with Punjabi as in Surrey… that will never change… Especially in a multicultural society like Canada, where assimilation is actively discouraged.
I am a Canadian citizen, have undergone four surgeries, live with one kidney, and graduated from college in Accounting and Finance in Canada. I pity myself that for over three years now, I have been doing general labor in a warehouse. Despite many vacancies, I keep getting rejected! In the warehouse where I currently work, three of the four Accountants are on work permits, and they have no education in Canada!

I moved here in April of this year from the UK so language wasn't an issue. Got my PR the hard, patient way. I can't understand how a language requirement is only now being applied. If I was moving to somewhere where my language was barely spoken, or only spoken in a small corner of my new town/city, I'd do my best to learn at least a conversational level of the new country's language, even more if my potential work field required specific terminology and language... It wouldn't occur to me to move to somewhere and not be able to communicate.
I also don't understand how Canada let in people who can't speak a word of French or English, or barely understandable. And I think that to get PR, there should be interviews. That way it would be easier to find the liars.

What everyone needs in Canada right now are as follows : 1) affordable housing; 2) decent employment; 3) reliable and dependable healthcare. I agree that immigration process needs to be made harder and stricter. Choose quality over quantity. Focus on getting new immigrants only in specified fields such as a) healthcare (doctors, nurses, healthcare workers); b) trades (construction/plumbing/carpentry/electricians/farmers); c) tech (IT/AI/Robotics...) and no need to bring students to do useless courses in management/finance and other fields. Develop other provinces besides Ontario/Quebec/BC/Alberta; build new townships and create jobs in these new towns; build more airports, highways, break monopoly of state owned air carriers and increase competition; ban all labor unions; decrease bureaucracy and regulations and keep it at a bare minimum; increase and improve work efficiencies
Hello Anna and Anastasia your channel is truly a hidden gem full of useful information and insight. I am an international student myself and I agree with all your points in the video, Canada used immigration to fix a deeper problem and that is its difficulty to incentivize the economy by having a heavily regulated environment, high taxes and low productivity. It will definitely alleviate some of the pressure on the system but, the real cause is still there. The first sector that is going to be affected will be the education as colleges and universities became over reliant with the revenue coming from Int. Students (which is not particularly small) and institution will need to adapt. When I first came here I fell in love with the country and I really feel fortunate to enjoy this beautiful place and doing everything to assimilate and integrate myself into the culture. I think here you can have a sense of hope of things improving in the future (something that is not the case in my home country) but if they do not fix the underlying problem it does not matter how much immigration they reduce, Canadians will not see a significant improvement. Coming here has been rough, to say the least. On one hand, you see employers exploiting immigrants for cheap labor, and on the other, the government appears to allow immigration without adequate oversight. Now, I’m witnessing people with PhDs being denied the opportunity for permanent residency because someone, three years ago, abused the system by enrolling in an English graduate program and obtaining PR without even completing it. Immigrants are often victims of poor policy. Not everyone had access to quality education before arriving here, and it feels disheartening. Most people come with postgraduate degrees, yet their English is criticized- by people who barely speak one language, that’s harsh, being denied job opportunities while being super overqualified because of a lack of "Canadian labor experience" its just an excuse, my wife worked with multiple international projects, managed multiple offices back in our home country, and she has way more experience than like 50% of the people around her, yet, it took her almost 2 years to get an entry job as an Admin, while having more experience an actual University degree and being more professional integrity than her supervisors and peers. Inmigration it's supposed to be hard, but this is abuse and exploitation, but hey, let's blame everything bad happening in Canada to immigrants, best scapegoat ever.
"Canadian labor experience" From my personal experience. It's just means you need to learn to not work too efficiently so you don't accidentally make your canadian co-workers to look bad. Canadian firms are incredibly in-effective literally everybody tries to milk the job for as long as possible. and you get into trouble for working too fast.
If this can help you at all, after 35 years in this country, with PhD they will still tell you that you are lesser, that your english and now french is 'not like theirs'. BS country, time to go back to Europe.
It’s great to see and hear two well informed Russian immigrants who clearly know what’s wrong with Canada than most of its complacent citizens and mostly all of its politicians. I watch many UA-cam videos of westerners,mostly Americans,Canadians, Australians Brits who have emigrated to Russia many with their families. They all have good things to say about their experiences and don’t regret their move. Which begs the question I must ask. Do you two ever regret leaving Russia in light of the frustrations you have seen here or encountered personally in terms of cost of living, crime,culture,government inefficiencies, not so subtle censorship to name just a few issues. Thank you for your service! 🙏 The answer is somewhat simple for us. We chose a first world country( Canada) over a third world country( Russia). We don’t regret our choice the slightest. In fact - we believe that most issues Canadians are unhappy about, are the issues we are happy to have if that’s all we have to worry about. We feel privileged to have the luxury to say that “cost of living is too high” while driving a car and owning a house. We feel privileged to worry about the wait time in a clinic, while our Russian friends don’t even know whether the medication they get are real medication or just sugar. We feel privileged to have a banking and a political system we can trust, without having to worry the government can seize our accounts just because they want to. Money can buy you a good life anywhere. Without a doubt, a millionaire will live absolutely happily in Moscow. The difference is - how likely an average person is to have a good and comfortable life and a secure retirement. In Russia, my parents ( Anastasia’s) could barely afford a 1 bedroom apartment by the age of 35. In Canada I bought a house at the age of 33. That alone can tell a lot about a country’s situation. Both of us have been able to save more money by our age in Canada, than our parents have saved in their entire life in Russia. That too can tell a lot about living standards. In Russia, most retired people count Pennies and many are begging for change on the street. In Canada, retired people travel, drive a car and watch tv. That too can tell a lot about our future in both countries. Lastly, in Canada I can turn to police for help, and count on it. More Canadians would have gone back to work during the pandemic if there had been fair, living wages to support us in doing so. It says something that so many people made more by staying home than they could have if they'd gone back to work. That tells me that we're not being compensated enough by our employers. But instead, people were being accused of being lazy, terrible people for not wanting to go back to work for a wage that isn't actually a living wage. There's a problem here that the people in power and the owners of businesses, large and small, that nobody wants to look at, or own up to, and they certainly don't want to address it 8n a material manner. They wonder why the Canadian birth rate is going down, but any "genius" could tell them that between crappy, unfair, inefficient wages, and the constant hysteria about the environment is to blame. It's not rocket science. We cannot afford to have children, and even those who can afford kids have been told, essentially, that the world is going to end - why would anyone want to bring a child into a world that going to end?

Girls, I came here as an international student, I make about 150K year, I pay aournd 45% of my salary in taxes and 2500 in rent, that is unfair. My job comes from the U.S. and now I have to face impossible PR process. Canada needs reforms for sure, but think twice, this is not the only country a highly skilled immigrant can go, the world is big, stop blaming international students for everything, we came here following the rules, and we did not write those rules. To be honest, I am seriously thinking about moving somewhere else including home. I have a nice house, pool and warm weather back home.

LOL so immigrants should get affordable housing? Just stop yourself there! Do you know how many CANADIANS wait to get one unit? Decades! I have a friend, a border agent who says she has amazing benefit package in her job, BUT when people claim refugy status this is better than what she has. Many of us have no package - and are Canadians. We must stop the entire immigration, send all TFW home, students home when they finish their studies, and only admit those who have secured a job - and that has to be a job that they need to prove that they could not find a Canadian in a couple of years. After 10 years of this, we would know in which sectors we need immigration. For now, maybe they should losen up immigration regulations on physicians and nurses.
Our roads and buildings are constantly under construction, and it’s never enough. I suspect crooked construction companies of cutting a lot of corners so that nothing lasts as long as it used to. Construction needs more oversight and stricter requirements. It should be more like running a restaurant, where you can get inspected and lose your license at any time.

Came here 2.5 years ago and been working from my second week here onwards. As a European, I have seen how the different urbanistic priorities here make everyday life simply noisy, smelly and encourage a non healthy way of life. And whilst I believe that everyone should be respected, I also think that this respect should stop when respecting an old suburbanite means throwing away city's financial wellness and viability. However seeing how my colleagues, even the young ones, want to preserve that way of life, qualifying it as Free, discouraged me, and makes me want to invest in a future elsewhere.... Where cities are free to invest in smart development and not struggling to maintain the shitty car-suburban -centric one they made when the car industry brain-washed local authorities...
I'm inclined to agree, unfortunately. I've lived in Canada all my life, and the poor state of urban planning is probably what depresses me most about my country. Things *are* gradually getting better in many ways, such as more and safer bike infrastructure, redesigning urban streets to be less car-centric, new rail transit, and allowing higher-density development with less parking. They're getting worse in some ways too: more sprawl, VIA Rail is getting even more expensive and less reliable, public transit is underfunded, and there's political backlash against the modest improvements that have been made (e.g., Bill 212 in Ontario).
The problem isn't so much how many immigrants we allow, it's the fact that they all go to Montreal, Toronto and Vancouver. We need a policy of "If you want in, WE decide where you will live for the next 20 years." because they're not going where people are needed, they're congregating in specific places and forming enclaves where there's no places to live or infrastructure to support them.

I waited 1.5 years to get a surgery here. 1000s upon 1000s is not that much when your salary is 2x bigger in the US. And 2x is not even the limit for highly skilled people. So when you get a pay increase of 200k per year or more those extra few thousands on healthcare is not a problem at all. People gladly pay that and get shorter waiting times as well.

I am from Canada. I have a number of Lonely Planet books, including 2 which deal with Canada. One is from 1994 and the other from 2005. In the older one, in the "Facts about the country" section, they mention the issue of "... too much immigration and the thorny allegations of racism which surround it.". This was 30 YEARS AGO! Hard to believe.
I always believe Canada's immigration intake was always too much even at 30 million people in the early mid 2000s, we always struggled abit to find work or well paying work that's secure, yet the government always brought in 250k consistently, the government only understands panicking instead of critical thinking, now under Trudope it's 4 times higher including fake students and visa overstaying.
Govt wants more people from developing nations, yet they don't want to build hosing, mass transit or any form of infrastructure, not even a protected bike lane. A couple of weeks ago 3 days before I am due for my first vacation in 8 years, I broke a tooth and tried to see a dentist, no appointments for 4 months. A week later, I am waiting to check into my hotel in Bangkok when I decided to break, and I went to the dentist had some X-rays taken, and 2 teeth pulled out took which less than an hour and cost $104.76. Do you see how the system can fail in many different ways?

Thank you for summarizing these key changes! Many problems are actually the Canadian immigration system not learning from the mistakes of the US system and now it’s suffering the same consequences. If Canada cuts down on those selected immigrations but still takes in refugees, it’s only going to make anti-immigrant sentiment worse. Selected immigrants are allowed into Canada to help alleviate Canadian issues…or at least people who come through Express Entry are less likely to become a burden. On the other hand, refugees, given their unfortunate circumstances, really need to rely on a lot of social services and resources to help them resettle. The US has eliminated pretty much all non-humanitarian immigration that’s why immigrants are so demonized there. Americans only feel the drags of refugees and asylum seekers (even though ethically we need to protect them) and there is no selected immigration to balance that out. Yet this round of Canadian policy change is heading exactly that direction. It used to be international students in Canada are not paying a lot more tuition than Canadian students. But Canadian universities saw how much money universities in the US are making so they asked the federal government to change the policy to enable them to charge international students several times the regular tuition (whereas in countries like France, international students actually pay less than citizens). So now Canadian universities rely too much on international students to operate and it becomes an exploitative relationship even before students step foot on the campus. The new PGWP eligibility is awful because students can make contributions in every field. It might (and that's a big if) address the pressing problems, but it won't help Canada grow. I thought the new language requirement was interesting. Some Canadians who immigrated decades ago when the bar was really low still speak English poorly and now they are saying people can’t come to Canada because their language skills are not sufficient. Another point about language is if you apply through Express Entry now, even if you scored the highest language score, given how competitive the pool is, you still won’t get selected. So it’s a given that you need to be fluent in one of the languages at least to get an invitation. Express Entry also selects only the top people, I saw the head of The Institute for Canadian Citizenship in interviews talking about those top-tier people only expect the best treatment/lifestyle when they come to Canada. That's why many of them leave after seeing these Canadian problems play out. But I believe a good Canadian life is not about living in a high rise in Vancouver and Toronto, driving an expensive car, or buying luxury items...it's about the communities, nature and middle-class comfort. So the system is giving PRs to the wrong kind of people (just like mismatched people when hiring that don't align with company values). This brings me to the last frustrating issue. There were so many people who attended “fake” universities and bought “fake” jobs to earn points to get an Express Entry invitation. And it's clear that the government wasn't proactively catching these abuses. They are taking up spots from those who try to earn the points fair and square. If I understand correctly, Canada doesn’t send these people away if they are found out (since some of them were scammed). So they still take up immigration quotas. I have wanted to move to Canada for a long time. I have visited Canada many times, hiking trails through the coastline and fjords, climbing mountains and glaciers. I lived in Montreal for two months to improve my French and I was told by my homestay family that I was the first student they had who didn’t complain about the cold (I wish the winter never ends so I can skate or xc ski in the parks year-round). I have probably seen more Canada than many Canadians and I love every bit of it. But the opportunity for me to even get a shot to move there is pretty much nonexistent now. If only there was a way for the system to allow people who really care about Canada to get a shot at being part of this beautiful country. Thank you for making these videos.

That is not true. The funds brought in by international student fees allow schools to create more programs and more spots for domestic students. The problem is that there are not enough housing to keep up in many college and university towns. We absolutley should prioritize Canadian students but not enough of them are filling the skills gaps in certain fields, and we cannot 'force' them to pursue PSE. I think we should do a better job of letting HS students and young adults know where the best opportunities are.

We don't need more seats, we need less, with focused classes and more direct support from professors. Our colleges were stronger when they were more specialized. I’m an international student, from my perspective it seems like the government can’t keep themselves from messing with the economy, basically crippling it by regulations, making the market unable to take advantage of the increased labor supply. I have spent almost half a million in Canada, which includes tuition, living cost, and starting a business which now employs two Canadians. But because I spent one term as a part time student, I have became ineligible for PGWP, which means I have no way of staying in Canada through my own agencies. That is a slap in the face for immigrants whove come here to settle, the fact that I have positively contributed to the Canadian economy than many Canadians ever have, while withdrawing absolutely zero from public benefits, now if I buy a house here yall will drop on me a 50%+ capital gains tax and then kick me out, why would anyone want to invest in Canada? I’m seriously considering just moving to Florida because of all these. What happened to the good old days when you can come here with nothing, integrate into the community, and then become Canadians? Almost none of the forefathers of Canadians had to contribute this much into the society first to become Canadians, they stayed because their peers wanted them to stay, and the market was free to adjust to the labor supply and housing demand without government interference. What I see is not an immigration problem, it’s a big government problem, Canadians have become addicted to the government making decisions for them. The government has its grip on every aspect of Canadian life, it has hindered the responsiveness of the economy so much, that it cant even pivot to take advantage of free capital (int’l students) and third world labor rates (temp foreign workers).

I don't know that "had enough" is good way of putting it. The Canadian government was not prepared and had not done proper due diligence in determining a good number. Additionally, it's apparent that the "bad actor" comment by Trudeau eluded to people within the immigration department who were not following policy. Obviously, oversight was lacking.

We had high paying jobs and comfortable life in India - we moved for better value of our taxes and overall high quality of life but we are finding ourselves surrounded by same chaos and much worse healthcare. These "outdated" zoning laws that young people seem to eager to remove are what protect older homeowners from having their property rights stripped away and their land taken by greedy developers. There isn't enough land in developed cities for everyone. If you don't have a home, move away to a city or town where you can or will soon be able to purchase a home. There can be a balance. It shouldn’t take 2 years and 80k just to get a permit to build a guest house or an add-on on your lawful property. In a well functional society, it takes 2 weeks and a fraction of the price, no matter whether the decision is positive or negative.
@@MakeThatChange I was thinking about how the BC Gov't recently outlawed zoning meetings and imposed regulations on every municipality and city in our province to outlaw single-family lots. This raises property taxes and encourages developers to game single-family neighbourhoods into apartment style condominiums. It's undemocratic in that it removes people's ability to exercise their agency in determining the type of neighbourhood they want to live in.
Exactly it has destroyed neighbourhoods decreased home values in those areas and lead to over crowding and insufficient infracstructure systems to accommodate. You simply cant be cramming that many people into smaller established areas and the idea was to expand to uninhabited areas in the country to develop and build and expand but of course that never happened and takes much time and foresight not just for the buildings but for the resources needed. Years ago Immigrants came with the valuable skills for such builds but that's not the case now as they seek the limited white collar jobs which only puts more strain and demands on the sector and further leads to to the cost of high unemployment in the over saturated office white collar sectors. Governments have done a very poor job of linking immigration to the job market needs and governments have failed overall in their oversight to look at quality and needs over numbers and the ability to assimilate which has only exaggerated their failing system as well as creating chaos and decrease in quality of life for all across the country. I'm an immigrant looking to get my PR, I have qualifications from one of the top universities in the world, experience as an international consultant and most important I do respect the Canadian culture and follow the rules. However, even for me it is uncertain what is going to happen? and/or if the government will make more changes and kick us out hahaha. I do believe that immigration has poured a lot of money into Canadian's pockets and most of them are not considering that, some of that money is going to go to another country who is willing to manage immigration with a better approach and provide a more certain perspective to new immigrants. The government allowed many bad actors (locals and foreigners) to take advantage of the system and those who are going to pay the bill are new immigrants due to political elections, and that is just sad. We will see who are they going to blame for mismanagement of public resources and the possible crash of several industries, that are currently relaying on foreign money, once there are no new immigrants to blame. I agree with most of the new rules regarding immigration, but I strongly disagree with the political approach of how the government is blaming immigrants for their lack of proper management. Canada and / or Canadians need to find a way to build new homes that aren't so costly. The average house price in Canada is approximately 462,428.15 CAD. This is was out of touch with average Canadian income (average.$59,300.) A person making 60,000 CAD will be approved for a mortgage of no more than 168,000 CAD. So, what do they do? They rent. The average cost of rent in Canada is over 2000 CAD. This rental payment is roughly equivalent to paying for a 300,000 CAD mortgage. The system is broken. Period.

Yes there was. Recall a time after the pandemic that no one wanted to work and there was a great resignation. This was likely due to CERB and uncertainty post-pandemic. New immigrants and students filled in that gap, now Canadians want those jobs that they never wanted. If you’re Canadians citizen and you’re being outcompeted with new immigrants and international students then you lack the skills and network.

I disagree! Canada won't be one of the top economies without immigration. The last 3 years have been chaos, I agree! And that definitely needs to be fixed! In the 1970s, there were 7 people working for 1 retired person, which dropped to "4:1" 20 yrs ago. Without immigration, Canada's economy would have collapsed by now. As per the govt, by 2030, there would have been 1:1 ratio working v/s retired had they not brought in immigrants.
@@OpeongoLine Yes. PPP was higher for the median salary and housing was much cheaper. In fact, middle class families supported by a single income could afford to buy houses even in major cities. It's simply not the case anymore. I'm middle class, live outside Montreal's suburbs (like 45 mins away from Montreal itself) and my region has seen the cost of housing more than double in less than 10 years. I couldn't dream of buying property here anymore and this isn't a great town. Even with a spouse and another salary, we would be hard pressed to afford the least expensive options.
@@MrLuchenkov You definitely have a point when it comes to PPP for housing. That's the main exception (albeit a critically important one) to the general increase in prosperity. Post-secondary education is also more expensive, and income inequality is worse (though there's less inequality by gender or race now). GDP, both total and per capita, has increased dramatically. Canada as a whole has far more resources (thanks in large part to technological advancements) at its disposal now than in 1966.
This video doesn't even address the family reunification program where we have seen so many people over the age of 50 come over - not to contribute to our society but they get to use our social programs. This has to change
The family reunification program has been put on pause for several years because of a huge backlog. Most elderly that come are under full sponsorships by their family and have nothing but a private insurance to go off of.

There are residency longevity and financial requirements to meet. As a recent legitimate Canadian immigrant, I agree with this message. I desire to help improve and contribute to this country, I have no relatives to send money back to in other countries. Why is the government not building new cities in Canada, if this is done, it works to operate all sectors within the country, which improves the chances of buying homes at a reasonable price and creates new jobs.. The Canadian government has many possibilities to do this, on the one hand, and on the other hand, it is working to exploit the vast spaces in the country .. Therefore, the government is working to reduce taxes and encourage and support small businesses and projects .. If small productive enterprises are opened by individuals and encouraged to do so, while providing them with encouraging tax cuts, this improves the whole situation .. Because the government doesn't actually want to do anything that will upset real estate investment. Real estate has become the fulcrum upon which everyone wants to invest in. Building new cities will decrease values on housing because it will make current cities with old infrastructures seem less appealing. Who wouldn't want to live in a brand new city with new plumbing and power with modern design and located near beautiful nature vistas? Toronto will start looking like the boring, ugly, crime infested dump surrounded by other smaller ugly cities that those speculators are investing in. Many of our politicians (of all stripes) own real estate too and don't want to hurt their own investments. So they'll claim and say they will solve it just to get votes then never actually solve it.
In this country, it is not the gouvernment that builds the cities, it is the business and they will do things as the market demands. Even though we do have a good protection (or rather to say we did have), this is not a socialist country.
As someone who had to take the English assessment to attain the PGWP, I complained so much because I didn't come to Canada not knowing English, and I certainly did not graduate without the ability to read, write, listen and even present business cases in English. It pissed me off at the time cause he costs hundreds of dollars for something I was assessed on before even coming to the country. Did they really think my English got poorer after 3 years in the country? But I totally get your point why its needed now with the way things are. However, in the long run, I think reforms should be made at the student visa level. Canadian and other international students who worked hard to get into uni don't need a deadweight that cant speak the official language of the university and contribute meaningfully. Forget contributing to Canadian society, would the student himself learn anything?
The problem of Canada is not migration or international students. International students bring millions of dollars to the country. They pay fees 3 times higher than local students. The problem is the economy, provinces, municipalities, private sector and professional newcomers are unable to build houses, apartments and provide services for more than 1 million of newcomers per year. I had to become the default proofreader for every group assignment because everyone's English was so poor and they didn't do basic things like cite sources. My parents, along with me any my brothers, were told that if we becomes a burden on the province ( Manitoba ) in the following 3 years, we would be deported. During last 5 years, it seems that anyone could come in, claim asylum, and drain the system.

I came to Canada in mid 1970s from ENGLAND. I was not allowed into Canada, unless I could prove that I could READ, WRITE, and
SPEAK ENGLISH (many will attest to this) I had to prove that I was EDUCATED enough, to be able to be employed. I had to have
enough money so NOT to have to access government funds. Please think about this! Today, it is much different to get to Canada.

Those people who are trying to match the official Express entry requirements are highly educated professionals with excellent English spoken and written and non the less they are struggling to get their visas while so called “refugees” who can barely speak the language are all welcomed to Canada and have a free way.
I had the same issue in 2011 with my work permit. I was born and raised in the US, had a recent college from University of Texas (and I still had to take the language test); French is even my 2nd language. I pointed out that many other immigrants cannot speak either language have permanent residence or citizenship; I was called racist. The funny part is I married Canadian born Chinese in 2012 whom sponsored me for perm res in 2017 (before my work permit would expire); when we go out, he has been questioned on his status in Canada. Irony.
The fact that you could get the same amount of money on CERB as working a full time job that pays above minimum wage. I made $2 above minimum and I got about $100 above CERB over the month....... All this is why so many said no to working their backsides off to live paycheque to paycheque. Myself, I need to have a routine. So I went back to work ASAP after my job being eliminated at the start of the pandemic. Now everywhere I look I do not recognize Canada. I feel like i'm in a different country. The old way of life has been wiped out in a few years..... Learn Punjabi while you can, won't have a choice by the end of the decade.
I love Canada , came here with hope to get a better life , I came here a year and half ago studying biotechnology sadly I don't think Canada is suitable for life anymore , I have never got a job no matter how hard I try ! I have applied for over a 2000+ jobs , I got rejected by dishwasher jobs ! I have over 7 years of logistics and warehouse experience in addition to bachelor in medical laboratory technology with near 3 years experience in lab which is " supposed to be in very high demand" , so I think I will pull the plug and go back home after this semester , if I can't get a job as a dishwasher how can I get jobs in biotechnology field ! going back home empty handed even tho I haven't and will not complete my studies is a bumber but I believe it will be a better choice for me , I appreciate my time here and wish it gets better for the people who live here.

I pity myself that for over three years now, I have been doing general labor in a warehouse. Despite many vacancies, I keep getting rejected! In the warehouse where I currently work, three of the four Accountants are on work permits, and they have no education in Canada!

I moved here in April of this year from the UK so language wasn't an issue. Got my PR the hard, patient way. I can't understand how a language requirement is only now being applied.
If I was moving to somewhere where my language was barely spoken, or only spoken in a small corner of my new town/city, I'd do my best to learn at least a conversational level of the new country's language, even more if my potential work field required specific terminology and language...

What everyone needs in Canada right now are as follows : 1) affordable housing; 2) decent employment; 3) reliable and dependable healthcare.
I agree that immigration process needs to be made harder and stricter. Choose quality over quantity.
Focus on getting new immigrants only in specified fields such as a) healthcare (doctors, nurses, healthcare workers); b) trades (construction/plumbing/carpentry/electricians/farmers); c) tech (IT/AI/Robotics...) and no need to bring students to do useless courses in management/finance and other fields.
Develop other provinces besides Ontario/Quebec/BC/Alberta; build new townships and create jobs in these new towns; build more airports, highways, break monopoly of state owned air carriers and increase competition; ban all labor unions; decrease bureaucracy and regulations and keep it at a bare minimum; increase and improve work efficiencies
Hello Anna and Anastasia your channel is truly a hidden gem full of useful information and insight. I am an international student myself and I agree with all your points in the video, Canada used immigration to fix a deeper problem and that is its difficulty to incentivize the economy by having a heavily regulated environment, high taxes and low productivity. It will definitely alleviate some of the pressure on the system but, the real cause is still there. The first sector that is going to be affected will be the education as colleges and universities became over reliant with the revenue coming from Int. Students (which is not particularly small) and institution will need to adapt. When I first came here I fell in love with the country and I really feel fortunate to enjoy this beautiful place and doing everything to assimilate and integrate myself into the culture. I think here you can have a sense of hope of things improving in the future (something that is not the case in my home country) but if they do not fix the underlying problem it does not matter how much immigration they reduce, Canadians will not see a significant improvement. Keep the awesome work!!!

Coming here has been rough, to say the least. On one hand, you see employers exploiting immigrants for cheap labor, and on the other, the government appears to allow immigration without adequate oversight. Now, I’m witnessing people with PhDs being denied the opportunity for permanent residency because someone, three years ago, abused the system by enrolling in an English graduate program and obtaining PR without even completing it. Immigrants are often victims of poor policy. Not everyone had access to quality education before arriving here, and it feels disheartening. Most people come with postgraduate degrees, yet their English is criticized- by people who barely speak one language, that’s harsh, being denied job opportunities while being super overqualified because of a lack of "Canadian labor experience" its just an excuse, my wife worked with multiple international projects, managed multiple offices back in our home country, and she has way more experience than like 50% of the people around her, yet, it took her almost 2 years to get an entry job as an Admin, while having more experience an actual University degree and being more professional integrity than her supervisors and peers. Inmigration it's supposed to be hard, but this is abuse and exploitation, but hey, let's blame everything bad happening in Canada to immigrants, best scapegoat ever.
"Canadian labor experience" From my personal experience. It's just means you need to learn to not work too efficiently so you don't accidentally make your canadian co-workers to look bad. Canadian firms are incredibly in-effective literally everybody tries to milk the job for as long as possible. and you get into trouble for working too fast.

It’s great to see and hear two well informed Russian immigrants who clearly know what’s wrong with Canada than most of its complacent citizens and mostly all of its politicians. I watch many UA-cam videos of westerners,mostly Americans,Canadians, Australians Brits who have emigrated to Russia many with their families. They all have good things to say about their experiences and don’t regret their move.
Which begs the question I must ask. Do you two ever regret leaving Russia in light of the frustrations you have seen here or encountered personally in terms of cost of living, crime,culture,government inefficiencies, not so subtle censorship to name just a few issues.
It would be nice to hear your thoughts on that subject.

It’s just that from what I see and hear in those videos Russia doesn’t look like the picture typically presented in western media. I guess a further question might be do you ever watch any of those videos for accuracy? I used to live in Whitby on Moonstone Drive in Queens Common but now live in Peterborough. I’m a retired Durham Regional police officer who has an unfortunate habit of being curious about what makes people do the things they do.Hence the reason for my original question.

The answer is somewhat simple for us. We chose a first world country( Canada) over a third world country( Russia). We don’t regret our choice the slightest. In fact - we believe that most issues Canadians are unhappy about, are the issues we are happy to have if that’s all we have to worry about. We feel privileged to have the luxury to say that “cost of living is too high” while driving a car and owning a house. We feel privileged to worry about the wait time in a clinic, while our Russian friends don’t even know whether the medication they get are real medication or just sugar. We feel privileged to have a banking and a political system we can trust, without having to worry the government can seize our accounts just because they want to.
Money can buy you a good life anywhere. Without a doubt, a millionaire will live absolutely happily in Moscow. The difference is - how likely an average person is to have a good and comfortable life and a secure retirement. In Russia, my parents ( Anastasia’s) could barely afford a 1 bedroom apartment by the age of 35. In Canada I bought a house at the age of 33. That alone can tell a lot about a country’s situation. Both of us have been able to save more money by our age in Canada, than our parents have saved in their entire life in Russia. That too can tell a lot about living standards.
In Russia, most retired people count Pennies and many are begging for change on the street. In Canada, retired people travel, drive a car and watch tv. That too can tell a lot about our future in both countries.
Lastly, in Canada I can turn to police for help, and count on it. In Russia, I can only count on the police help if I have enough cash to bribe them.

More Canadians would have gone back to work during the pandemic if there had been fair, living wages to support us in doing so. It says something that so many people made more by staying home than they could have if they'd gone back to work. That tells me that we're not being compensated enough by our employers. But instead, people were being accused of being lazy, terrible people for not wanting to go back to work for a wage that isn't actually a living wage. There's a problem here that the people in power and the owners of businesses, large and small, that nobody wants to look at, or own up to, and they certainly don't want to address it 8n a material manner.
They wonder why the Canadian birth rate is going down, but any "genius" could tell them that between crappy, unfair, inefficient wages, and the constant hysteria about the environment is to blame. It's not rocket science. We cannot afford to have children, and even those who can afford kids have been told, essentially, that the world is going to end - why would anyone want to bring a child into a world that going to end?
I got a grand total of zilch and when the 250 dollar cheques are passed out next year I once again get zilch.

Girls, I came here as an international student, I make about 150K year, I pay aournd 45% of my salary in taxes and 2500 in rent, that is unfair. My job comes from the U.S. and now I have to face impossible PR process. Canada needs reforms for sure, but think twice, this is not the only country a highly skilled immigrant can go, the world is big, stop blaming international students for everything, we came here following the rules, and we did not write those rules. To be honest, I am seriously thinking about moving somewhere else including home. I have a nice house, pool and warm weather back home.

I have a friend, a border agent who says she has amazing benefit package in her job, BUT when people claim refugy status this is better than what she has. Many of us have no package - and are Canadians.
We must stop the entire immigration, send all TFW home, students home when they finish their studies, and only admit those who have secured a job - and that has to be a job that they need to prove that they could not find a Canadian in a couple of years. After 10 years of this, we would know in which sectors we need immigration.
For now, maybe they should losen up immigration regulations on physicians and nurses.
Our roads and buildings are constantly under construction, and it’s never enough. I suspect crooked construction companies of cutting a lot of corners so that nothing lasts as long as it used to. Construction needs more oversight and stricter requirements. It should be more like running a restaurant, where you can get inspected and lose your license at any time.

Came here 2.5 years ago and been working from my second week here onwards. As a European, I have seen how the different urbanistic priorities here make everyday life simply noisy, smelly and encourage a non healthy way of life. And whilst I believe that everyone should be respected, I also think that this respect should stop when respecting an old suburbanite means throwing away city's financial wellness and viability.
However seeing how my colleagues, even the young ones, want to preserve that way of life, qualifying it as Free, discouraged me, and makes me want to invest in a future elsewhere.... Where cities are free to invest in smart development and not struggling to maintain the shitty car-suburban -centric one they made when the car industry brain-washed local authorities...
I'm inclined to agree, unfortunately. I've lived in Canada all my life, and the poor state of urban planning is probably what depresses me most about my country. Things *are* gradually getting better in many ways, such as more and safer bike infrastructure, redesigning urban streets to be less car-centric, new rail transit, and allowing higher-density development with less parking. They're getting worse in some ways too: more sprawl, VIA Rail is getting even more expensive and less reliable, public transit is underfunded, and there's political backlash against the modest improvements that have been made (e.g., Bill 212 in Ontario).
Do not forget huge cultural changes...Canadians need more time to adapt...so slow down with emigration ...

Lots of highly skilled people go to the US because they can easily afford healthcare bills there. And it’s better than waiting for months or even years to get any sort of healthcare in Canada anyway.

I waited 1.5 years to get a surgery here. 1000s upon 1000s is not that much when your salary is 2x bigger in the US. And 2x is not even the limit for highly skilled people. So when you get a pay increase of 200k per year or more those extra few thousands on healthcare is not a problem at all. People gladly pay that and get shorter waiting times as well.

Govt wants more people from developing nations, yet they don't want to build hosing, mass transit or any form of infrastructure, not even a protected bike lane. A couple of weeks ago 3 days before I am due for my first vacation in 8 years, I broke a tooth and tried to see a dentist, no appointments for 4 months. A week later, I am waiting to check into my hotel in Bangkok when I decided to break, and I went to the dentist had some X-rays taken, and 2 teeth pulled out took which less than an hour and cost $104.76. Do you see how the system can fail in many different ways?
Having a good credit score helps as the dentists check that before taking on new patients.
For all those leaving Canada, please have a proper exit plan. Don’t repeat the same mistake when not doing your proper homework by immigrating to this third world country - Canada.

Thank you for summarizing these key changes! Many problems are actually the Canadian immigration system not learning from the mistakes of the US system and now it’s suffering the same consequences. If Canada cuts down on those selected immigrations but still takes in refugees, it’s only going to make anti-immigrant sentiment worse. Selected immigrants are allowed into Canada to help alleviate Canadian issues…or at least people who come through Express Entry are less likely to become a burden. On the other hand, refugees, given their unfortunate circumstances, really need to rely on a lot of social services and resources to help them resettle. The US has eliminated pretty much all non-humanitarian immigration that’s why immigrants are so demonized there. Americans only feel the drags of refugees and asylum seekers (even though ethically we need to protect them) and there is no selected immigration to balance that out. Yet this round of Canadian policy change is heading exactly that direction.
It used to be international students in Canada are not paying a lot more tuition than Canadian students. But Canadian universities saw how much money universities in the US are making so they asked the federal government to change the policy to enable them to charge international students several times the regular tuition (whereas in countries like France, international students actually pay less than citizens). So now Canadian universities rely too much on international students to operate and it becomes an exploitative relationship even before students step foot on the campus. The new PGWP eligibility is awful because students can make contributions in every field. It might (and that's a big if) address the pressing problems, but it won't help Canada grow.
I thought the new language requirement was interesting. Some Canadians who immigrated decades ago when the bar was really low still speak English poorly and now they are saying people can’t come to Canada because their language skills are not sufficient. Another point about language is if you apply through Express Entry now, even if you scored the highest language score, given how competitive the pool is, you still won’t get selected. So it’s a given that you need to be fluent in one of the languages at least to get an invitation. Express Entry also selects only the top people, I saw the head of The Institute for Canadian Citizenship in interviews talking about those top-tier people only expect the best treatment/lifestyle when they come to Canada. That's why many of them leave after seeing these Canadian problems play out. But I believe a good Canadian life is not about living in a high rise in Vancouver and Toronto, driving an expensive car, or buying luxury items...it's about the communities, nature and middle-class comfort. So the system is giving PRs to the wrong kind of people (just like mismatched people when hiring that don't align with company values).
This brings me to the last frustrating issue. There were so many people who attended “fake” universities and bought “fake” jobs to earn points to get an Express Entry invitation. And it's clear that the government wasn't proactively catching these abuses. They are taking up spots from those who try to earn the points fair and square. If I understand correctly, Canada doesn’t send these people away if they are found out (since some of them were scammed). So they still take up immigration quotas.
I have wanted to move to Canada for a long time. I have visited Canada many times, hiking trails through the coastline and fjords, climbing mountains and glaciers. I lived in Montreal for two months to improve my French and I was told by my homestay family that I was the first student they had who didn’t complain about the cold (I wish the winter never ends so I can skate or xc ski in the parks year-round). I have probably seen more Canada than many Canadians and I love every bit of it. But the opportunity for me to even get a shot to move there is pretty much nonexistent now. If only there was a way for the system to allow people who really care about Canada to get a shot at being part of this beautiful country.

That is not true. The funds brought in by international student fees allow schools to create more programs and more spots for domestic students. The problem is that there are not enough housing to keep up in many college and university towns. We absolutley should prioritize Canadian students but not enough of them are filling the skills gaps in certain fields, and we cannot 'force' them to pursue PSE. I think we should do a better job of letting HS students and young adults know where the best opportunities are.

But you do make some great points about skills gaps. I wish more focus was put on this. Would really help people pick a useful and profitable career.

We don't need more seats, we need less, with focused classes and more direct support from professors. Our colleges were stronger when they were more specialized. Bringing in more students only serves the purpose of lining administrative pockets.
I’m an international student, from my perspective it seems like the government can’t keep themselves from messing with the economy, basically crippling it by regulations, making the market unable to take advantage of the increased labor supply.
I have spent almost half a million in Canada, which includes tuition, living cost, and starting a business which now employs two Canadians. But because I spent one term as a part time student, I have became ineligible for PGWP, which means I have no way of staying in Canada through my own agencies.
That is a slap in the face for immigrants whove come here to settle, the fact that I have positively contributed to the Canadian economy than many Canadians ever have, while withdrawing absolutely zero from public benefits, now if I buy a house here yall will drop on me a 50%+ capital gains tax and then kick me out, why would anyone want to invest in Canada? I’m seriously considering just moving to Florida because of all these.
What happened to the good old days when you can come here with nothing, integrate into the community, and then become Canadians? Almost none of the forefathers of Canadians had to contribute this much into the society first to become Canadians, they stayed because their peers wanted them to stay, and the market was free to adjust to the labor supply and housing demand without government interference.
What I see is not an immigration problem, it’s a big government problem, Canadians have become addicted to the government making decisions for them. The government has its grip on every aspect of Canadian life, it has hindered the responsiveness of the economy so much, that it cant even pivot to take advantage of free capital (int’l students) and third world labor rates (temp foreign workers).

I don't know that "had enough" is good way of putting it. The Canadian government was not prepared and had not done proper due diligence in determining a good number. The true problem is the greed of colleges - bringing the wrong kind of international students. Remember - the same India supplies the brightest brains to the USA. Like myself - thousands of high skill STEM field Indians are finding Canada to be the North American ghetto. We had high paying jobs and comfortable life in India - we moved for better value of our taxes and overall high quality of life but we are finding ourselves surrounded by same chaos and much worse healthcare. Many like me pay 100s of thousands in taxes every year in Canada and yet find ourselves on flights to India to seek quick healthcare. Pls bring in healthcare workers and students - not the high schoolers seeking to live on Tim Horton and uber jobs for life.

There can be a balance. It shouldn’t take 2 years and 80k just to get a permit to build a guest house or an add-on on your lawful property. In a well functional society, it takes 2 weeks and a fraction of the price, no matter whether the decision is positive or negative.

Exactly it has destroyed neighbourhoods decreased home values in those areas and lead to over crowding and insufficient infracstructure systems to accommodate. You simply cant be cramming that many people into smaller established areas and the idea was to expand to uninhabited areas in the country to develop and build and expand but of course that never happened and takes much time and foresight not just for the buildings but for the resources needed. Years ago Immigrants came with the valuable skills for such builds but that's not the case now as they seek the limited white collar jobs which only puts more strain and demands on the sector and further leads to to the cost of high unemployment in the over saturated office white collar sectors. Governments have done a very poor job of linking immigration to the job market needs and governments have failed overall in their oversight to look at quality and needs over numbers and the ability to assimilate which has only exaggerated their failing system as well as creating chaos and decrease in quality of life for all across the country. It will take much work and stricter policies and remove the system abuse and gain greater oversight to bring back immigration to the first rate success and quality and outcomes it once was that the country is known for. @ianrobbins

I'm an immigrant looking to get my PR, I have qualifications from one of the top universities in the world, experience as an international consultant and most important I do respect the Canadian culture and follow the rules. However, even for me it is uncertain what is going to happen? and/or if the government will make more changes and kick us out hahaha. I do believe that immigration has poured a lot of money into Canadian's pockets and most of them are not considering that, some of that money is going to go to another country who is willing to manage immigration with a better approach and provide a more certain perspective to new immigrants. The government allowed many bad actors (locals and foreigners) to take advantage of the system and those who are going to pay the bill are new immigrants due to political elections, and that is just sad. We will see who are they going to blame for mismanagement of public resources and the possible crash of several industries, that are currently relaying on foreign money, once there are no new immigrants to blame. I agree with most of the new rules regarding immigration, but I strongly disagree with the political approach of how the government is blaming immigrants for their lack of proper management. I still believe Canada is a great country no matter the outcome of my personal immigration process, wish you all the best of luck!

Canada and / or Canadians need to find a way to build new homes that aren't so costly. The average house price in Canada is approximately 462,428.15 CAD. This is was out of touch with average Canadian income (average.$59,300.) A person making 60,000 CAD will be approved for a mortgage of no more than 168,000 CAD. So, what do they do? They rent. The average cost of rent in Canada is over 2000 CAD. This rental payment is roughly equivalent to paying for a 300,000 CAD mortgage. The system is broken. Period.

India is a vastly more diverse country than Canada. India has 1,000 languages and perhaps 5 million ethnic groups with different cultures. Different Indians are very culturally different from each other. Parts of India are similar to silicon valley California. Other parts are more similar to New York. Other parts are similar to China. And so forth. India also has a rapidly growing number of immigrants moving to India.

In the 1970s, there were 7 people working for 1 retired person, which dropped to "4:1" 20 yrs ago. Without immigration, Canada's economy would have collapsed by now. As per the govt, by 2030, there would have been 1:1 ratio working v/s retired had they not brought in immigrants.

@@OpeongoLine Yes. PPP was higher for the median salary and housing was much cheaper. In fact, middle class families supported by a single income could afford to buy houses even in major cities.
It's simply not the case anymore. I'm middle class, live outside Montreal's suburbs (like 45 mins away from Montreal itself) and my region has seen the cost of housing more than double in less than 10 years. I couldn't dream of buying property here anymore and this isn't a great town. Even with a spouse and another salary, we would be hard pressed to afford the least expensive options.
@@MrLuchenkov You definitely have a point when it comes to PPP for housing. That's the main exception (albeit a critically important one) to the general increase in prosperity. Post-secondary education is also more expensive, and income inequality is worse (though there's less inequality by gender or race now). GDP, both total and per capita, has increased dramatically. Canada as a whole has far more resources (thanks in large part to technological advancements) at its disposal now than in 1966.
This video doesn't even address the family reunification program where we have seen so many people over the age of 50 come over - not to contribute to our society but they get to use our social programs. This has to change
Don't these elder people have to pay for health care out of pocket? And aren't their children generally affluent?
The family reunification program has been put on pause for several years because of a huge backlog. Most elderly that come are under full sponsorships by their family and have nothing but a private insurance to go off of.
@@MakeThatChange I personally know someone who was able to get their 60 year old mother to come over, and this was 2 years ago - and I am fairly confident saying they are not using private insurance. If it is on pause then that is a good thing.
@ongaku3925 that’s fine. The reunification program has exited since the dawn of time, just stressing that it’s not “everyone” that can do it. There are residency longevity and financial requirements to meet. If the parent does need the assistance you speak of, the sponsor is required to eventually repay it.

It is a strange sentence, because it is not privilege to have a good healthcare or job, I can’t even talk about house. It is why I sacrifice my good life, my European education and a lot of money to came here, to have even a better life and opportunities and give the best from myself to society, but I see that it is one way transaction, and we are the site which doesn’t receive anything back. I believe Canada has nothing to offer for Europeans and that will not change. I believe that Canadians need to start about emigration in more smart way, not quantity but quality, and then they need to offer something as an exchange. Canada needs skilled migrants more than skilled migrants need Canada, and it is time to stop thinking that Canada is so generous that accept skilled migrants and force them to work in the store or as an Uber because of lack of work and high cost of life 😅 This is why small amount of Europeans or Americans come here, so only people from Asia and Africa maybe see some reason to came.
As a recent legitimate Canadian immigrant, I agree with this message. I desire to help improve and contribute to this country, I have no relatives to send money back to in other countries. It breaks my heart to get here and see the country that helped me getting destroyed. Bad fruit spoils everything. I think more restrictions on immigration is necessary and also that small businesses should stop using the "cheap labor" excuse. Why is the government not building new cities in Canada, if this is done, it works to operate all sectors within the country, which improves the chances of buying homes at a reasonable price and creates new jobs.. The Canadian government has many possibilities to do this, on the one hand, and on the other hand, it is working to exploit the vast spaces in the country .. Therefore, the government is working to reduce taxes and encourage and support small businesses and projects .. If small productive enterprises are opened by individuals and encouraged to do so, while providing them with encouraging tax cuts, this improves the whole situation .. Let's liberalize the economy even more
Because the government doesn't actually want to do anything that will upset real estate investment. Real estate has become the fulcrum upon which everyone wants to invest in. Building new cities will decrease values on housing because it will make current cities with old infrastructures seem less appealing. Who wouldn't want to live in a brand new city with new plumbing and power with modern design and located near beautiful nature vistas? Toronto will start looking like the boring, ugly, crime infested dump surrounded by other smaller ugly cities that those speculators are investing in. Many of our politicians (of all stripes) own real estate too and don't want to hurt their own investments. So they'll claim and say they will solve it just to get votes then never actually solve it.
In this country, it is not the gouvernment that builds the cities, it is the business and they will do things as the market demands. Even though we do have a good protection (or rather to say we did have), this is not a socialist country.
As someone who had to take the English assessment to attain the PGWP, I complained so much because I didn't come to Canada not knowing English, and I certainly did not graduate without the ability to read, write, listen and even present business cases in English. It pissed me off at the time cause he costs hundreds of dollars for something I was assessed on before even coming to the country. Did they really think my English got poorer after 3 years in the country?
But I totally get your point why its needed now with the way things are. However, in the long run, I think reforms should be made at the student visa level. Canadian and other international students who worked hard to get into uni don't need a deadweight that cant speak the official language of the university and contribute meaningfully. Forget contributing to Canadian society, would the student himself learn anything?

The problem of Canada is not migration or international students. International students bring millions of dollars to the country. They pay fees 3 times higher than local students. The problem is the economy, provinces, municipalities, private sector and professional newcomers are unable to build houses, apartments and provide services for more than 1 million of newcomers per year. The economy is completely closed to international companies, engineers, doctors. There are big monopolies who regulate and rule the market in association with a WOKE socialist government. This is why Canada doesn’t grow and isn’t able to provide services. It’s more like a third world country , banana republic or failed state.
