Hey, I'm a big Buckethead fan too, but this song isn't exactly 'an outright plagiarism' of soothsayer, granted there are many similarities not only in soundscape, but also rhythm. There are movements between chords that absolutely give me soothsayer vibes. However, Soothsayer is in A Sharp/B flat minor and follows a 1-3-6 chord progression. This track is rooted in F major, already a different key, this track follows a 6-5-4 progression, interestingly this progression is a 1-7-6 in F's relative minor (D).

I'd also like to add, after another listen of soothsayer, the first riff in the track is also a 1-7-6 riff, which becomes a 1-3-6 in the latter half
