You can go back and replay levels you've completed in order to "level up." When you do that, you win coins and gems. You can also watch in-game advertisements to win gems. Either way, gems are how the creators make money so I doubt they will ever be completely free.

Agree with diamonds, need more diamonds even with the plants garden, there are hardly diamonds plants given. Also, please add the plants ( increase $, increase tip) to the islands restaurant too. We don’t get increase earning when we play the island restaurants

Just go back and play some of the previous game levels. That's what I do. I end up receiving multiple diamonds and cash that way.
