I used two long needlenose pliers to reach up inside there and break up that loose piece of plastic and pull it out in pieces. Once done, problem solved. It doesn't get hot any more. Problem WAS, that piece of plastic ending up against the glass of the bulb. That is what caused all the heat.
But where did the loose piece of plastic come from, is the taillight breaking apart inside or was that piece of plastic perhaps an old bulb base ?
