No, you don't need a special epoxy. I did the same thing in New Jersey where we have some very cold winters. I simply used a bag of cement from Home Depot and it has lasted lasted over five years with not a single issue.

Brick must be inexpensive where this woman lives. In the U.S. the steps would be formed with wood and concrete poured to fill the form. To cut down on concrete costs the bulk of the steps would be filled with either sand gravel or compared soil.
I applaud the fact that she's actually doing this. She probably got fed up waiting for her son or husband to do this and decided to do it herself, even though the stairs will probably fall apart in a couple of months.
Great technique for areas where skilled labor is cheap and concrete delivery is expensive or otherwise unavailable. Formed, steel reinforced, and poured would be far superior.

And just be simple at one with are material and self and when we’re done you feel perfect.

Any place building codes are in place the riser height is to be the same height for each steep. So in your video this would not pass, besides you have created trip points by making the stairs different heights. Do not know where the steep are being built, but this done in the Philippines as well.
It looks good. But the bricks don’t look stable. The thin layer of cement will crack. She should have imbedded metal mesh in the cement. That would make it last longer. And putting a bonding agent on the bricks to adhere the cement to the bricks.
When I went to work in HK on the airport a lot of the huge earthmoving equipment shaping the island were driven by women and indeed steel fixers were often women. You would never see that in the Uk at that time.

Ничего здесь особенного нету ,это не монолит -это минус ,и если не будет крыши сверху ступенькам придет кирдык ,кирпич от влаги разрушится
