I was out right before it started. I knew it would rain, but i did not know that it would RAIN and flood! In Westchester and CT, some parts had floods up to almost the top of the tires in a sedan! Streets were blocked, etc. Municipalities should have been taking note of where the problems were and make plans to fix them.
