Just what everyone has been asking for the last half year... well, maybe not everyone... but many.
The interim belt is just a no1 contender ranking with a little extra flair. It is going to be acknowledged, but there was already a scheduled fight and they are keeping that scheduled fight. Injuries have dragged it out to the point where it seems a bit absurd, but that is the situation. Tom will get his shot at the title after Stipe v Jones. That is all there is to it. They are not going to cancel a fight between the best heavyweight of all time and the best light heavyweight of all time.

He had his career mapped by ufc and Jackson wink from the beginning age 19. They covered for his drugs, his ducking, his criminality, gave him favorable opponents - all except Reyes were older and all but Gustafson taller, non with same wingspan mostly middleweight frames. Jon has great defensive striking. He has 47% decisions and two of those questionable split decisions. He never had to beg for fights or had people dodging him holding up the division unless it was him. He is the gift that keeps taking. The goat who is a duck and we know now what bj stands for. Pereira is 10:40 over 1000th. Alex is famous for sig strike accuracy of 63% making him 4th of all time. Tom is 68% and would be 2nd all time if he reached min threshold of 350 total strikes. Tom has only needed 134 strikes for his 8 ufc fights. He is so devastating he may never reach the threshold.

Stipe is 41 nearly 42, hasn't fought for over three years and his last fight was a vicious KO loss. Guy is an all time great and an absolute legend but his time has passed. Fans aren't interested in this fight anymore. Needs to be Jon vs Tom.

The Tom vs Sergei fight was turned into an interim title just to keep the event and PPV alive. Cause it was a PPV event, and they had no title fight, hence the interim title.

@jantvrdy8204 the first announcements were jon vs stipe as the main event and alex vs jiri as co-main. With the main event out, they made alex vs jiri the main event but still needed a co-main event. What better way to up the stakes, as people could argue they are not getting the bang for their buck anymore.

Pereira while an excellent fighter in his own right has never fought at HW before was decisively outgrapped by Israel Adesanya at Middleweight. While Izzy's ground game is fairly underrated, his skills on the ground aren't remotely comparable to somebody at Jones's level fighting at LHW/HW. Even if this is just playing games, this is extremely sleazy on Jones's part. He's holding up the division and leaving the active interim champ who's the most threating active matchup for Jones right now on ice. At this point, I think Jones should get stripped if he won't defend/vacate.
Here is my humble take on the status of the Heavyweight Division; Like what Mike said commonly, it should be a unification between the champion and interim champion. Eventually, that will happen (technically). But does Jon need to fight Tom? The same question can be applied to Tom, does he need to fight Jon or Stipe? For me, he doesn't. Why? Tom Aspinall fell into the same situation when Mike won the middleweight championship. It's not a changing of the guard or passing of the torch kind of championship fight. I think the UFC sees that whoever wins between Jones and Miocic, will end up vacating the belt and retiring. With Stipe he doesn't have anything to prove (and the age) factor. With Jones even though he's still in there age-wise. He already has a legacy. And (for me) his body isn't built to be a heavyweight. The wear and tear his body had during his light heavyweight run had already shown when he was training at heavyweight. His body can't quite take it on the heavyweight run for the long term. So what recourse should/could Tom Aspinall take. One, Clean out the whole heavyweight division and break the records made by both Stipe (in heavyweight) and Jones (light heavyweight) on title defenses. Two, ( this should be a must or this can be optional) the UFC needs to bring back Francis Ngannou. They need to patch things up as Francis did leave the company "still" the baddest man on the planet. If Tom can make these into a reality. Then this could solidify his own legacy in the MMA world.
Pereira vs. Jones is a larger draw than Tom. Way larger payday for both fighters. Doesn't Pereira naturally walk around as a heavy weight?

Jon knows he can beat Alex and Stipe. He doesn't know whether he can beat Aspinall. Who can blame him for wanting to end his career with a perfect record? I think if he beats Stipe he should end his career in the UFC unless he wants to fight Aspinall. If he goes for Periera, it would be a sideshow.

Jones hasn't seen any holes in Aspinals game, therefore he will not fight him. He is smart and likes a clear path to victory. He knows he can beat Miocic, Periera and Gane. I will respect his heavyweight reign if he actually beats a heavyweight with decent grappling.
Easy fix: Tom fights Perreira, if Tom wins that, it stops Jones tweets in their tracks. If Jones beats Stipe then its retirement and relinquish the belt to Tom or he must fight Tom.
Many would give Jones a hard night. Perreira should fight 2 or at least 1 top heavyweight to challenge the belt. Also Aspinal should do the same. Defending that interim belt. Then he could challenge jon jones and try to get attention.

Mike I'm with u 100%. All respect to jones but bottom line is that alex would be an easier fight considering style match up with all due respect to Alex but regardless of the reason, if jones doesn't fight Tom than he's ducking him. Tom is the only fight that makes sense for obvious reasons
