This never fails to move me. It happens at the 20 minute mark. A channel, I believe AMC, showed the movie for 24hours back in the day. I turned in often just to see this scene!

Actually, the script did not call for him to sign. He was supposed to just look at her and verbally respond. Instead he secretly took lessons so he could sign. That look of surprise on the girl's face is real.
This comment was a year ago, I think, I meant Dutch can mean Germany or Holland/The Netherlands depending on the time in history. Are they trying to show America that there are good people in Germany and possibly orphaned children from the war? I was on a history buff kick.
Ah, okay! The Netherlands fought the Germans during the Second World War (albeit briefly - they got steamrolled very quickly) and was occupied. The country was bombed heavily by the British and Americans (the port of Rotterdam was very important to the Allies, as were the railroads around Hengelo). By the end of the war the Germans essentially starved the Dutch into submission - 20,000 people died as a result. A pointless bit of trivia is Audrey Hepburn, who was raised in the Netherlands during the famine, had a plethora of health issues later in life due to malnutrition she suffered during her formative years. In 1945 the Allies broke the famine with a huge airdrop operation. In the years post WW2 the experience of the Dutch during the war was more prominent in people's minds. It was before the true scope of the horror of the Holocaust had really received widespread approval and the famine was seized on by many as an example of the 'good' the RAF and USAAF could do, as opposed to their widespread bombing campaign of German civilians. I think this is why the girl is Dutch in the post-war version of the film, but other versions have her as hearing-impaired.
Let's not for get Anne Frank, a Jewish Dutch girl, who, along with her family, was kept hidden from the Nazis until someone ratted them out in August 1944. They were helped by non Jewish Dutch friends who had to smuggle in supplies at the peril of their own lives.
There are several adaptations of this part ,I like the sign language one ,my wife is SLP ,and do ypu know there are 2 languages alpha,and delta in sign language 😀, warms my heart to watch my wife sign to children they smile

My mother's Dutch and I used to sing this same song for SinterKlaas when I was little.

More accurately 'pretty much everything'. She says 'vanalles' not 'alles'. It's easy to miss.
