Harvey isn't even done yet and we have 2 areas that could potentially develop one of which is moving west. Living in Florida I'm now coming to the realization I will probably have to go through what all those Texans went through.
Not everyone could leave. I live here. There is huge diversity of socioeconomic status from extreme poverty to rich. A lot of people live in trailers or rvs. People didn't have money or vehicles to leave.
