Tarpon fishing from the beach can be absolutely awesome during certain times of the year and having the correct flies for each situation is extremely important. Here is a great fly for when fish are in the surf and in the upper to mid water column.

Looks really dense. Even with the bead chain I would worry about it just floating.

it is designed to ride high as tarpon feed upwards. use sinking line if you want to pull it down
