I started with a 1060 back in the day and that got me by. honestly if you get a newer gpu you will probably be fine. upbge only requires 2gbs of vram. what ever you get if you can play most modern games you can run upbge. I currently develop on a laptop 4060 and it works pretty well. there isn't really a good answer though.
the latest test builds are on Blender 4.3 alpha, which is using the eevee next renderer which is very good, has raytracing, and you can use geometry nodes to get a camera cull system that works flawlessly with the upbge logic. You should get an RT compatible card if you want your game to have RT.
