Look up how to draw face proportion videos using references and you will see some methods. As for shading it's mostly just applying gradient in soft layers, and using blending tools like stumps and brushes. Charcoal pencils and powder are the best for this soft gradient textures and having the correct paper type for this medium is also helpful. Toned paper allows for quicker gradient build up and I would suggest grey or blue for this particular effect as solid white will take more time to render on.
If you learn values in grayscale and change any reference into a grayscale image you can bypass having to do it mentally which can cause burnout if you don't know color theory and how to see colors as values.
