He is saying they are REPROBATE = rejected of God. They did not like to retain God in their knowledge so God gave them over to a reprobate mind. Meaning they crossed the line, they sinned away their day of grace.

Nope the Ninevites were not reprobates. Maybe you should read Romans 1 to understand what a reprobate is. Yes Jesus died for all men but some men reject CHRIST so He ends up rejecting them, i.e. people that take the mark of the beast, people that blaspheme the Holy Spirit.. these crossed the line. Romans 1 explains about others that cross the line.

Some outward sins are signs of being rejected of God. Maybe read Romans 1 - you are definitely missing it.....
