So they search for loopholes, Paper leak can only end when people understand that Officers who hold an office will be subjected to scrutiny regarding their appointments and they have to submit their certificates and selection details. Which is impossible and hence Paper leaks will never stop.!!! It's like when the roots are damaged the plant will surely not grow with all the pesticides, it will still catch some disease.
We have 60 MLAs in our state and out of them 12 are council of Ministers. Out of Remaining 48 MLAs only finger counted MLAs are their who always seen participating in Assembly sessions. Whats wrong with the other MLAs? Didn't they were allow to speak or they are not capable? Particularly the female members of the house were not seen participating except 1.
