By any chance can you take the DCP as someone who lives internationally and also can you get attractions on the DCP whether you don't live in the US Do you need a US Driving license to do attractions or would any driving license work even if you live not in the US?

Yes! Disney offers the International College Program to international students and yes you can do attractions without a US drivers license!
