Good question, but I don't recall having to move the cylinder. I just pulled it straight out. So I can't say if removing the cylinder will disable the wheel lock.
"Push out the Tab" NO, you need to Break through this slot, then you can Push the tab in to release. Learned the hard way and broke the plastic gear for the ignition ripping and grinding the cylinder out.
