Yeah I guess if you heavily rely on those 2 units as they especially counter the opponent's army comp, you better play these fully and train + upgrade (up to Imperial with another Finland card) them as much as you can, as long as you can. I checked in the wiki and it stated that Counter Dragoons shadowtech ? With their insane upperhand over regular Dragoons (and thus Ruyters), I think that Finland : *spamming Counter Dragoons while still gathering resources with the Karelian Jaegers OVER *having free Guard Skirmishers available (Karelian Jaegers) AND STILL *spamming Counter Jaegers that counter Dutch Skirmishers; means this pairs great with the earlier stage build you made in this game. Obviously your opponent was not trying to play clock but I was wondering what would be the course of the late game there and I think this makes sense : would you try it next time and upload the gameplay ? I am curious what the outcome will be :)

This is why AoE3 is so much fun imo, there's tons of weird build order and unit to use!

You sure could! I went age 5 in another game but that's actually not helpful. So Finland is probably the best choice.
