Flag of Julio César Salas Municipality

I took matters on my own hands to give a flag to the only municipality in the state of Mérida that didn't have its own flag. It was nice :D

Great, there are some Meridan municipalities with non-symbol brown, like Obispo Ramos de Lora, Miranda, and Pueblo Llano. It fits in.
