A DA can’t legally turn down a case to prosecute, Read the US Constitution. But for some reason, nobody is going after them. Not Judges or even Deputy DA.

I love Kennedy too. But I think it would have been so much better if Nina just said (at the very beginning), "Senator, we both know you will not be voting for me. I don't need your vote to be appointed. I will not answer any of your questions." And then turn to stone. He has no authority to force her to say anything. She could sit there like a rock for all of his 5 minutes. That would have been better for everyone's sake.

I think it’s a tactic to “burn the clock”…if you say “Thank you for the question, Senator…” 10 times, you could burn away 20-30 seconds and think of how you’ll dodge a question.
