Good job on that Honda 190 Tom. Couldn't have come at the right time. I have Honda 160 coming back into the shop and has the same issue. I replaced a cracked exhaust Rocker. So now Probably know what the issue is. Hope it didn't bend or crack the replacement one.
They glued that valve cover like NASA was going to send it to Titan. Looks like ethanol struck again in that carb. That was a strange one. Those stamped steel rocker arms looked like they were built to last. I don't see those things breaking. It will be interesting to see how long that belt lasts, running in the hot oil. They wet ones aren't too durable in auto engines. Of course, compressing all those valve springs in an auto engine takes a lot of force. Don't you love when the put the water pump inside the engine, so that when it fails, the coolant mixes with the engine oil and destroys the entire engine.
I'm working on the exact same motor, only a HRX217. The exhaust rocker has a huge crack in it. And the rocker shaft is stuck and will not come out. Any suggestions? The funny part about the whole thing is, the mower worked great the last time I used. Another great video.

I didn't think the valves would show much. I do think pressurized water was possibly injected.
