To be fair, 3H is much more RPG and Sim than tactical strategy. But I do agree XCOM 2 deserves to be here. 2nd more played game in KY Switch.
Tactics are primarily concerned with squads, strategy with armies and nations. At least these are the definitions I was taught. They're not interchangeable.
Xcom 2 and WH40K Mechanicus is fantastic
And Fire Emblem? Awesome the knowledge
How about Northguard? I still play it, PC version is way better but it's an awesome game.
Valkyria chronicles 4 with images from the first ? And not a single Fire Emblem ?

Yeah closest on this list would be civs which is great for a turn based strategy game. Most of these just seem like overpriced mobile games.
