Instead of giving HC full ammo, give him a damage buff depending on how many bullets he has left in the chamber (and while we're at it, increase the startup and cool down of the reload animation)

First, they reduced her moveset to the point of absurdity and complicated the game, making it practically impossible at the TOP level, which is why all of Millia's TOP players simply left the game or took other characters.
