Hello I wanted to ask , my frenchie is blue tan and his mom is black Tan and dad is merle Isabella .. can my boy carry merle and pass down to puppies when we decide to breed him ?

Unfortunately not. Merle is a dominant gene, so you only need one copy for it to show. Therefore, if he had a merle gene he'd be a merle dog.
