By rule of Jus Sanguinis, your sister is a natural born Filipino. If she's born in Korea and acquired a citizenship, she can also acquire Filipino citizenship since she's a natural born Filipino.

If you're a woman, you may opt to marry a Filipino, and you can go for derivative naturalization which could cost less than direct naturalization.
