Phantom vehicles: Drivers don't realize their headlights and tail lights are off

- So called 'phantom vehicles' with their headlights and tail lights off appear to be more common these days. The drivers don't seem to realize they are driving in the dark -- MORE ➡ rb.gy/16qln
In Romania, headlights are mandatory to e on even in daytime, it increases it's visibility, meaning it can be observed earlier when someone is driving towards you.
I did something Amazing Last month. I was following this car 🚗 unto the ramp to the highway when l realized his headlights were off . And l also realized he was using my lights behind him to see. It was a dark night and l said today l will teach him a lesson. So I turned off my lights too 😂. In five seconds he turned his light on quickly could not see 😂❤❤🎉
The problem is you have these cars with daylight running lights and people see lights in front of them so they think their lights are on but it might be just some small lights and there are no tail lights.

I tried to report this to the NTSB over 10 years ago. Some cars even with older analog gauge clusters would light up even with the headlights off to give a false sense that the head lights are automatic. Day time running lamps were never implemented for the rear or tail lamps so they stay dark. People don't take the time to understand how their car operates. Day Time Running Lamps are NOT the same as Automatic Head Lamps.
