I only ever saw Nightmares and Hell as a kid, this was a bonus to discover on a wet Sunday afternoon lol. I'm guessing based on the kits, it was around 1999.

It's right next to the themes and big Ben.
Its not actually uncommon for buildings in the city to have a gardens.
There's even gardens on the roof of St Thomas, what used to be smoking areas, basically atrium areas with open roof pebble floors with benches to sit on.
