A lot of people don't understand this, but Toranaga is not only based on Ieyasu Tokugawa. He is also based on Oda Nobunaga, hence the "naga" part of his name. He was always intended as a meshing of the two historical figures, since if Oda Nobunaga had not died, he almost certainly would have become Shogun rather than Tokugawa. Therefore some of the things he does in the series reflect Nobunaga's actions, not Tokugawa's.
