I honestly wonder why there wasn't an in-game rule, that made sure, that if there's a race that ends up with only one survivor, the race is over, and you win by default? Probably because the creators didn't expect the CPU to be all taken out, when the game was first created... I mean, that rule was there, it worked in multi-player, so...
Maybe Nintendo can come up with a remake of F-Zero X: (tentative title) F-Zero Ultimate. @@allcc2124 Yes and no... It is evident when there are no turns... But even when he is boosting a lot CPU difference comes out because CPUs are programmed to finish at aprox certain times at their respective courses, these however are not the normal courses but the CPUs still have those timers to finish so when the course is too long, the CPUs will try to achiece their timers by accelerating unnaturally a lot more.

for that you need an everdrive or 64drive flash cart to play modified roms on console. to make custom tracks you have to look up the track editor FZEP

7 years later your answer is to look at his driver settings, they are set too low for some tracks.
