Well, like many obvious problems that perplexingly haven't yet been solved, it turns out the problem isn't actually the problem after all. Almost always the problem is politics and money. And apparently that problem has no solution.
I had to deal with flat bed trailers on construction sites. When a truck got stuck they would not let us hook on to that to pull them out because they knew it would rip off. The solution is probably as simple as putting a 45 deg brace up to the frame farther ahead but that would damage more of the trailer and cost $10 more.
True but when that weak guard fails they will just say “the truck driver failed to do a proper inspection.” Slapping all fines and possibly manslaughter charges the trucker.
To date, nine semitrailer manufacturers have voluntarily strengthened their guards to perform well all three of our crash test scenarios, earning our TOUGHGUARD award. Also, updated underride standards are wrapped into the new infrastructure law. The law directs DOT to upgrade the requirement for guards to hold up in full-width and 50% offset scenarios with a 35 mph impact, and to consider adding the 30% scenario as well.
The federal standard has been updated as part of the recent infrastructure bill, but even the new standard is far too weak. However, most new trailers being sold already have guards that far exceed even the new standard thanks to IIHS testing.
The IIHS should look up semis T-boning cars and truck. Not much you can do there though. A fully loaded water semi vs a huge private pick up is still gonna kill the occupants. That happened in my community 2 days ago. A man and son in law were willed. The man had just retired officially the previous day and was going to the gulf course………. Jumped across the 2 lane highway and cut off a semi it seemed. Don’t know officially, but saw a clear picture of the T-boned truck and semi. Both occupants were probably killed by the semis bumper entering the cab and crushing them. I just hope the end was quick. He had told me he was gonna retire a few days ago and I apparently served him in our gas station that morning. A customer that afternoon came in and told me he was now dead. Damn. Don’t mess with semis folks!

But My comment was in reference to where the passenger sits, not at head level with the bottom of the trailer. But I guess this car sits higher than a truck too.

@@mike48084 It's not really the government. It's the insurance companies. It's cheaper for them to make us pay for systems that keep injuries down. I'm glad we have great seatbelt systems, and I wear mine all the time, but airbags are an IIHS demand that got legislated. Insurance companies want everyone to drive because they will have more customers. This is why we protect the stupid: they're also customers for all sorts of businesses. So, in the end, it all comes down to greed, and stupidity.
Expecting crashes not to happen isn't an effective highway safety tactic. Redundant safety measures need to be built in because humans make mistakes and crashes will happen. In this case, vehicles have been engineered to protect you in a 35 mph crash, but when that guard fails it can quickly become deadly. The guard needs to hold up and perform the job it was designed to do so that the car's safety systems can do their jobs, and the 1998 regulation simply wasn't stringent enough. Even the new regulation that was announced weeks ago will allow guards that won't hold up in offset crashes. Thankfully, most trailers being sold today have guards that far exceed the new standard thanks to a decade of IIHS underride testing.
