It hasn't, that is obvious from Head Above Water. She has obviously changed interests and didn't really want to do the song. She recovered from Lyme Disease quite a few months ago if not a year ago. She was singing like she was bored with it.

Avril never lost a beat. This song still has everything it used to. She’s just singing/performing this song with more maturity. She still sings with the snappy, sarcastic, etc. overtones that made her popular. She’s been through a lot since that song came out. There is a difference in how she sings it now vs. then. She sees things different and it reflects in this song. Time passes and people change. It’s a part of life nobody wants to admit. I grew up listening to her and other artists that are now huge. I respect the hell out of her for what she does and the music she makes. Just accept the music the way it is, not how you want it to sound. Thank you for listening to my little explanation/rant. So here's my take on the whole "avril not being energetic" thing
1 a significant part of the commenters may not know this, but most of the fandom won't stop bitching about how much they want to see that "sk8er gurl" back. even though some of them barely witnessed the release of girlfriend or UMS. some fans even use their nostalgia as an excuse to validate the melissa vandella theory that has been debunked by the creators themselves (they admitted that it was a social experiment)

3 personally, i think that she's just not into that kind of music anymore, but keeps that image because (see point 1). i read her recent interview and she even stated she started listening to jazz and soul (which is what influenced "tell me it's over).
4 some musicians do have the health and stamina to dance like crazy in their 30s-40s. my favorite singer dances like his teenage self and he's almost 50 (even though he doesn't do it on all his songs bc he has a very diverse selection of songs). but, like i said, lyme disease and boredom in her case
tl;dr, just fucking let it go, mate. i get that you're sorry that she's not that pop punk tomboy anymore, but, please, don't force her into the image that is no longer relevant to her due to her age. i used to miss that side of her myself, but now i understand that i just want avril to finally be herself and stop sticking to the cliches she's most likely sick to death of.
