It is coming out now because it has been happening regularly since the past 4-5 months. The frequency is quite stunning. After Nijjar every week at least one or two are being packed off. I suspect Nijjar was killed by Pakistan ISI to blame India. Possibly even Pannun could have aided in these assassinations (if we take an extreme conspiracy angle).
