Even though the car speed is normal or biker is speeding there should be a concept of all way stop sign and proper driver education so it is first come first serve. I am sorry to say that's a part of basic infrastructure which is still not implemented in India wheras it is very common in the 1st world. This surely need to be improved to move up in the ladder.
