You need at least 3 Duty Stars to receive access to the Highway District.
You have 3 Duty Stars? Perfect! Just finish a normal shift as usual - afterwards, the content of the Highway District will be unlocked and you will be able to start a shift on the Highway (either as a normal shift or in open patrol) right afterwards.
