I don't think Toby was the strangler simply because he did not want his character to be involved in too many story arc. In one of the office games, they played who you think the serial killer was. It's not often the most person you suspect, but the most medium person suspect. In this instance, has ever considered Packer be the serial killer? His persona does fit the role doesn't it?

Probably because they are referring to part of the show when she is still Vanya and hasn't started identifying as male yet. I know the actor started identifying as male in real life but the point in the show being referred to both the actor and character were still identifying as female
