hello! i haven't personally tried it myself (our littles now have sit in the toddler seat and rumble seat!). from what i've read online, the frame narrows toward the bottom of the stroller, so only the toddler seat fits in the upper position, and only the rumble seat fits on the lower position. i hope this helps!
Thanks for clarifying that the adapters are separately sold. Surprised they don't sell the wheels separately as well.

Does the Toddler seat truly not fit on the lowers at all? Seems like you could get away with it and not really need the Rumble Seat.
